In the process of defining a career plan, the goal is the target you are aiming for, which should not be confused with your strategy, i.e. the way you are going to set out to achieve it. And to create such a strategy you need to have properly defined your goal.
Furthermore, one of the skills you need to excel at in your career is decision-making. Decisions are never made arbitrarily, they depend on context, a certain environment and other related factors. Defining your goal involves deciding on certain factors in order to take a certain action over another.
